Did you resurface the rolls in house or send them out side?

Did you check for "roundness" after the rolls were refinished? It sounds like one or both rolls are not a true round. You can check this out using a lathe by centering the roll in the chuck and rotating while bringing a magic marker or crayon in on the bit holder.

Did you check that the rolls were properly centered when they were remounted in the mill? Did you check for wear in the bearings and are you sure that everything was replaced in the original orientation and nothing was reversed?

If I recall correctly you can't get a piece of paper between the closed rolls of a new mill.

The rolls should not "chew" at each other even without material. I believe after you verify all of Dr. Dicks suggestions, it should fix the problem.
